The Access to Energy Programme II comes under the Indo-German Energy Programme (IGEN) and is a bilateral technical co-operation measure between the Federal Ministry for Economic Co-operation and Development (BMZ), Germany and the Ministry of New and Renewable Energy (MNRE), Government of India.
IGEN Access II is seeking the services of a specialized firm to conduct impact assessment of renewable energy focused livelihood programs implemented in India. The programs implemented by the Central Government, State Governments and Non-Government Organizations supported by bi/multilateral agencies are part of the study.
To study impact of selected program following activities are expected from the interested bidder. • Develop and finalize standard criteria in consultation with relevant stakeholders mainly to select 5 programs implemented each under Central Government, State Governments and Non-Government Organizations supported by bi/multilateral agencies. • Develop standard questionnaire for collecting information from beneficiary and non- beneficiary of the selected program. • For the study 50 beneficiaries and 15 relevant users who are not part of the selected program are randomly selected for data collection under each selected program. • In addition, for each selected program 15 relevant stakeholders operating in the ecosystem are selected for the study. • Document 5 stories from field for each program selected for the impact assessment study.
Desired experience and expertise
The Bidder firm (and/or its consortia partner) company must have Technical experience of i. About 5 years of experience in undertaking field evaluation research to understand impact of livelihood program covering farm and nonfarm activities. ii. Experience of designing impact assessment tool and execute field study of livelihood programs. iii. Experience of assessing impact of livelihood programs implemented by State / Centre / Donor agencies. iv. Experience of conducting impact assessment of RE integrated livelihood programs at state and national level. v. Have inhouse capacity and long-term partnership with field organisations to execute the field assignment. vi. The team should have experience of ODA financed development project
